The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Puerto Rico Area Office, the Puerto Rico Department of Labor and Human Resources’ Occupational Safety and Health Administration (PROSHA), and the Rio Piedras Campus of the University of Puerto Rico, through the Division of Continued Education and Professional Studies (DECEP, in Spanish), the Environmental Protection and Occupational Safety Office (OPASO, in Spanish) and the Institute of Labor Relationships (IRT, in Spanish) from the Faculty of Social Sciences, continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA, PR OSHA and the Rio Piedras Campus of the University of Puerto Rico hereby renew the Alliance signed January 22, 2004 and renewed April 3, 2006, April 15, 2008, September 30, 2010, December 18, 2012, December 17, 2014 and February 28, 2017, with a continued emphasis on reducing and preventing exposure to occupational safety and health hazards. Specifically, each organization is committed to providing the Rio Piedras Campus of the University of Puerto Rico’ members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address struck by, caught by, fall, electrocution, exposure to chemicals, and psychosocial (including workplace violence) hazards as well as emergency management issues, and legal aspects focused on employees’ rights under the OSH Act.

This agreement provides a framework and objectives for the Alliance’s activities. Alliance participants also agree to meet the requirements for program participation laid out in the “Fundamental Requirements for OSHA Alliance Program Participants” and the “Guidelines for OSHA’s Alliance Program Participants: Alliance Products and Other Alliance Projects.”

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety and health. In renewing this Alliance, OSHA, PROSHA and the Rio Piedras Campus of the University of Puerto Rico recognize that OSHA’s State Plan and Onsite Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

• To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

• To develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the Rio Piedras Campus of the University of Puerto Rico’s Web sites) to employers and workers in the industry.

• To speak, exhibit, or appear at OSHA’s or the Rio Piedras Campus of the University of Puerto Rico’s conferences, local meetings, or other educational events.

• To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including psychosocial hazards such as workplace violence, as well as emergency management issues, and legal aspects focused on employees’ rights under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

• To encourage worker participation in workplace safety and health by providing outreach, seminars, and courses where rulemaking and employees’ right and responsibilities discussions are held.

• To collaborate with other Alliance participants on specific issues and projects on construction, general and maritime industries, that are addressed and developed through the Alliance Program.

Training and Education

The Participants intend to work together to achieve the following objectives:

• To develop effective training and education programs for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.

• To develop effective training and education programs for construction, general and maritime employees and employers to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

• To arrange for the delivery of safety and health courses, seminars, and training sponsored by DECEP, IRT, and OPASO.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Puerto Rico Area Office, Region 2 Office of Technical Support, and any other appropriate offices. PR OSHA team members will include representatives from the Bureau of Technical Assistance.

This agreement will remain in effect for four years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

     • The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures at the Institute of Labor Relations:

       • Institute of Labor Relations –During the year 2018, two courses were offered as part of ongoing Course # RELA3131: Occupational Health and Safety. A total of 19 undergraduate students attended the class.

       • On April 14, 2018, an All About OSHA presentation was offered to members of the Unión General de Trabajadores, attended by 10 participants.

     Goal 2: To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including the psychosocial hazards such workplace violence, as well as emergency managements issues, and legal aspect focused on employees’ right under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

     • On April 13, 2018, participated in the Puerto Rico Manufacturing Association (PRMA) Safety and Occupational Health Summit. Over 200 participants attended this activity.

   Training and Education

     Goal 1: To develop effective training and education program for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.

     • A 2-hour seminar on “The Hazard Communication Standard: Globally Harmonized System of Classification and Labelling of Chemicals”, was offered to employees of University of Puerto Rico Medical Science Campus on March 9, 2018. A total of 18 participants attended the seminar.

     Goal 2: To develop effective training and education program for construction, general, and maritime employees and employers to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

     • A 30-hour OSHA General Industry course was offered to University of Puerto Rico Rio Piedras Campus employees (HEEND) and Public employees (911, Puerto Rico Department of the Treasure and Puerto Rico Controller Department) on August 7, 9, 14, 16, and 23, 2018. A total of 15 participants attended the course.

     • A 10-hour OSHA Construction Industry was offered to University of Puerto Rico, Mayaguez Campus and private employees on September 20 and 21, 2018. A total of 20 participants attended the course.

     • A 10-hour OSHA General Industry course was offered to “Union General de Trabajadores” on June 15 and August 10, 2018. A total of 14 participants attended the course.

     • A 10-hour OSHA General Industry course was offered to University of Puerto Rico Rio Piedras Campus employees (HEEND) and Public employees (Puerto Rico Department of the Treasure and Puerto Rico Department of State) on September 25 and 27, 2018. A total of 26 participants attended the course.

     Goal 3: To deliver or arrange for the delivery of the safety and health courses through the Certificate in Occupational Health and Safety of DECEP.

     • Prepared the academic offerings for the Certificate in Occupational Health and Safety of DECEP courses to be offered during 2017-2018.

   Outreach and Communication

   • Events

     Goal 1: To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s, PR OSHA’s and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.

     • Prior to the Workers’ Memorial Day commemoration, a communication is prepared and sent to approximately 5,000 e-mail recipients throughout the Island to provide information on the importance and significance of this commemoration. Recipients are people from the academic community, stakeholders, and workers/employees from the general, construction, and maritime industries.

     • On April 27, 2018, a seminar on All About OSHA and Memorial Day Commemoration was offered at Rio Piedras Campus of the University of Puerto Rico. A total of 66 participants attended this activity.

     Goal 2: To speak, exhibit, or appear at OSHA’s, PR OSHA’s or the Río Piedras Campus of the University of Puerto Rico conferences, local meetings, or other educational events.

     • On April 19, 2018 participated in the PRMA Safety and Occupational Health Summit “Continuity Business Plan after Hurricane Maria”; 250 participants attended this activity.

     Goal 3: To share information among OSHA and PR OSHA personnel and industry safety and health professional regarding the Río Piedras Campus of the University of Puerto Rico’s good practices or effective approaches through training programs, workshop, seminars, and lectures developed by the participants.

     Goal 4: To work with other Alliance participants on specific issues and projects on construction, general and maritime industries, that are addressed and developed through the Alliance Program.

     • The 8th Annual Annual Conference on Safety, Occupational Health and Environment of Puerto Rico offered two days conferences: “Road to recovery”. The Conference took place October 24 and 25, 2018, at Rio Piedras Campus of the University of Puerto Rico. A total of 752 participants attended this activity.

4. Results

   The UPR-Río Piedras Campus continues to be instrumental in promoting awareness and prevention of hazards associated with the construction, general and maritime industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues. The integration of the Institute of Labor Relations has been of great help to reach union and hard-to-reach workers.

     • A five day course on Emergency Response and Incident Command System was developed and conducted by OSHA through UPR-OPASO to 25 employees.

     • A one-day seminar was developed and conducted by UPR-OPASO and OSHA and offered to 20 craftspeople under a proposal submitted by UPR-OPASO to the Puerto Rico Industrial Development Company.

     • Following a hazard evaluation of their workplaces, two seminar sessions were offered to 33 members of the PR Police Academy in topics such as hazard identification, warehousing hazards, hazard communication, firing ranges hazards, specific hazards of explosives, powder, and lead.

     Goal 3: Develop workplace safety and health curricula through the Certificate in Occupational Health and Safety of DECEP.

     • April 2006-2007: Certificate in Occupational Safety and Health - DECEP, offered every trimester, consists of 8 requisite courses of 168 contact hours and 2 elective courses of 42 contact hours, for a total of 210 contact hours equivalent to 21 units/credits. OSHA publications are used in some of the courses as they relate to the different applicable industries and the impact on the employers and employees for non-compliance with OSHA’ standards and regulations. During this evaluation period, six students completed this certificate.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Puerto Rico Area Office (PRAO), the P.R. Department of Labor and Human Resources’ Occupational Safety and Health Administration (PR OSHA), and the Professional College of Engineers and Land Surveyors, acting through its Department of Professional Development and Continued Education (CIAPR, in Spanish, hereinafter), continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and CIAPR hereby renew the Alliance signed September 9, 2004, and renewed August 24, 2006, October 27, 2008, September 28, 2011, February 12, 2014, and March 9, 2017, with a continued emphasis on safety and health hazards in the construction and general industries. Specifically, each organization is committed to providing CIAPR members and others with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address construction and general industries related hazards, with an emphasis in preventing or reducing exposure to those hazards, and in particular, as they apply to engineering and land surveying professionals.

This agreement provides a framework and objectives for the Alliance’s activities. Alliance participants also agree to meet the requirements for program participation laid out in the “Fundamental Requirements for OSHA Alliance Program Participants” and the “Guidelines for OSHA’s Alliance Program Participants: Alliance Products and Other Alliance Projects.”

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety and health. In renewing this Alliance, OSHA, PR OSHA, and CIAPR recognize that OSHA’s State Plan and Onsite Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

• To share information on OSHA’s National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.

• To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

• To develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s, PR OSHA’s, and CIAPR’s Web sites) to employers and workers in the industry.

• To speak, exhibit, or appear at OSHA’s, PR OSHA’s, and CIAPR’s conferences, continuing education local meetings, or other events such as Expo Cumbre, Mega Viernes Civil and the like.

• To convene or participate in forums, roundtable discussions, or stakeholder meetings on focused hazards related to the construction industry and in particular, in those relevant to professionals in the practice of engineering and land surveying in Puerto Rico, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following objectives:

• To develop effective training and education programs for engineers and land surveyors and the public regarding construction industry related hazard(s) and to communicate such information to constituent employers and workers.

• To develop effective training and education programs for engineers and land surveyors to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

• To arrange for the delivery of a minimum of ten (10) hours per annum in courses relating to workplace safety and health, with an emphasis in preventing or reducing exposure to related hazards.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Puerto Rico Area Office and any other appropriate offices. PR OSHA team members will include representatives from the Bureau of Technical Assistance.

This agreement will remain in effect a period not to exceed four years. Any signatory may terminate it for any reason at any time, provided they give 30 days’ written notice. This agreement may be modified at any time with the written concurrence of all signatories.

4. Results

   CIAPR’s Continued Education Division, through this Alliance, continues to qualify training sessions offered by Regional Office Technical Support Safety Engineer as continued education. This allows the courses on safety and health topics to be taught to professional engineers (PE) and engineers-in-training (EIT), enhancing their awareness and knowledge of occupational hazards. CIAPR is also allowing EITs and PEs who attend safety and/or health seminars and courses outside the institutions to obtain CEUs, which can be credited towards their licenses’ CEUs.

   In addition, CIAPR has continued to make the courses and seminars offered by OSHA available to professionals outside the CIAPR, expanding the Agency’s outreach efforts throughout the various industries. Over 13,372 participants from the construction and general industries have attended safety and/or health courses, seminars, conferences, or speeches since the initial signing of this Alliance in September 2004.

CIAPR is promoting the Conference among its more than 15,000 members.

3. Results

   CIAPR’s Continued Education Division, through this Alliance, continues to qualify training sessions offered by PRAO’s CAS as continued education. This allows the courses on safety and health topics to be taught to practicing engineers, enhancing their awareness and knowledge of occupational hazards.

   In addition, CIAPR has opened the courses and seminars offered by PRAO to professionals other than engineers in training and professional engineers, expanding the Agency’s outreach efforts throughout the various industries. Over 3,000 engineers and professionals from the construction and general industries have been trained or reached since the initial signing of this Alliance in September 2004.

3. Results

   Due to changes in the Board of Directors of the CIAPR during this evaluation period, we were not able to complete all of the goals and objectives of this alliance. The impact of the outreach, training and education activities was somewhat limited. It is expected that with the new Board already in placed for this year’s evaluation period, the amount of people reached through the various initiatives will continue to be at the same or greater number than previous years.

   In addition, CIAPR’s Continued Education Division, through this Alliance, continues to qualify training sessions offered by PRAO’s CAS as continued education. This allows the courses on safety and health topics to be taught to practicing engineers, enhancing their awareness and knowledge of occupational hazards.

3. Results

   The results of this alliance have been impressive. In the past two years, more than 500 professional engineers, engineers-in-training and other construction personnel have received training on fall protection, excavation safety, scaffolding and other important safety topics. In addition, the Civil Engineers Institute of the CIAPR presented OSHA's 30-hour construction course to 29 of its members.

   CIAPR’s Continued Education Division, through this Alliance, continues to qualify training sessions offered by PRAO’s CAS as continued education. This allows the courses on safety and health topics to be taught to practicing engineers, enhancing their awareness and knowledge of occupational hazards.
