Whistleblower Investigations Manual

The purpose of this Instruction is to provide guidance concerning the implementation of the Whistleblower Investigation Manual (WIM) and the handling of retaliation complaints under the various whistleblower statutes delegated to OSHA in discrimination investigations; update Chapter 1-Preliminary Matters, Chapter 3-Conduct of the Investigation; add Chapter 23-Information Disclosure; and ensure consistent enforcement of OSHA's WIM.
