29 CFR 1926.1053(b)(13): The top or top step of a stepladder shall not be used as a step: Ground floor of a residential structure located at 20505 Taylor Street, Elkhorn, NE: The employer failed to ensure that five employees including the Foreman utilized a 6 foot Keller A-Frame ladder correctly to access the ceiling joists and roof of the structure. In climbing into the ceiling and roof area, each employee utilized the top step of the ladder due to the ladder being too short for the application. Abatement certification and abatement documentation is required for this violation. The documentation should include written verification of the abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful. The abatement certification sheet is enclosed with the citations.
