29 CFR 1910.120(p)(1): Safety and health program. The employer shall develop and implement a written safety and health program for employees involved in hazardous waste operations that shall be available for inspection by employees, their representatives and OSHA personnel. The program shall be designed to identify, evaluate and control safety and health hazards in their facilities for the purpose of employee protection, to provide for emergency response meeting the requirements of paragraph (p)(8) of this section and to address as appropriate site analysis, engineering controls, maximum exposure limits, hazardous waste handling procedures and uses of new technologies. (a) On and prior to December 28, 2012, the written safety and health programs that identified, evaluated and controlled safety and health hazards in the facilities were not available for inspection for employees involved n hazardous waste operations, their representatives, and OSHA personnel.
