SCRR 71-112A: Failed to furnish a place of employment which is free of recognized hazards which may cause death or serious physical harm to his employees and comply with this regulation and other occupational safety and health rules and regulations promulgated under Chapter 15 of Title 41, Code of Laws, State of South Carolina, 1976, as amended, as follows: A. Employer knew or should have known that employees operating Brown Dye Extractors in the New Dyehouse on or before March 27, 1999, were exposed to the hazard(s) of explosion and fire in that the Standard Operating Procedures do not include the following elements such as but not limited to: 1)Emergency shutdown procedures; 2)A Chemical confirmation Sheet;3)Preventative Maintenance Schedule in accordance with manufacturers instructions, and; 4)An inspection schedule for safety devices, such as but not limited to, fill alarm and temperature alarm. A feasible and useful means of abatement, among other is to include following elements, in a standard operation procedure such as but not limited to: 1)Emergency shutdown procedures; 2)A Chemical confirmation Sheet;3)Preventative Maintenance Schedule in accordance with manufacturers instructions, and; 4)An inspection schedule for safety devices, such as but not limited to, fill alarm and temperature alarm.
