29 CFR 1910.176(b): Material stored in tiers was not stacked, blocked, interlocked or limited in height so that it was stable and secure against sliding and collapse: Location: Back storage room Employees are exposed to struck by hazards from improperly stacked merchandise placed on top of rolling carts and loosely stacked soda bottle tray holders. The employer routinely fails to assure effective protection against ensuring that merchandise and soda bottle tray holders are stacked in a stable manner as required by the standard, as demonstrated on or about 03/06/2020, where employees were exposed to struck-by hazards due to improperly stacked merchandise on top of rolling carts and loosely stacked soda bottle tray holders with respect to a workplace located at 450 Nashua Rd. Dracut, MA. Dollar General was previously cited for a double repeat violation of this occupational safety and health standard 29 CFR 1910.176(b), which was contained in OSHA inspection number 1450479, Citation 1, Item 4, and was affirmed as a final order on 04/08/2020 with respect to a workplace located at 1111 N Cole St., Bushnell, IL 61422. Dollar General was previously cited for a triple repeat violation of this occupational safety and health standard 29 CFR 1910.176(b), which was contained in OSHA inspection number 1172115, Citation 1, Item 3, and was affirmed as a final order on 06/26/2017 with respect to a workplace located at 1059 Walker Road, Dover, DE 19904. To abate this violation, the employer must ensure that merchandise is stacked on rolling carts and loosely stacked soda bottle tray holders are stored in a stable manner and limited in height to ensure all employees are protected from struck-by hazards. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance; including an explanation of how these steps protect employees from struck-by hazards associated with ensuring materials are stored secured and stable.
