29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about September 12, 2019, on the west roof edge of a residential garage structure under construction located at 1900 SW Aledo Lane in Port Saint Lucie, Florida, employees were exposed to a fall hazard of approximately 9 feet - 10 inches when gaining access to and from a roof by using a portable ladder that did not extend at least 3 feet past the roof edge.
