29 CFR 1926.1153(g)(1): The employer did not establish and implement a written exposure control plan: a) 380 Mountain Rd., Union City, NJ parking garage The employer did not provide a description of engineering controls and work practices to be used to limit employees exposure to respirable crystalline silica while performing tasks, including but not limited to, demolition of concrete, repair of floor cracks and repointing of wall cracks. On 04/29/2019, 2 employees using jack hammers to remove concrete barrier were exposed to crystalline respirable silica at an 8-hour time-weighted average (TWA) of 119.7 micrograms per cubic meter (ug/m3) and 311.2 ug/m3, which are 2.4 and 6.2 times the permissible exposure limit (PEL) of 50 ug/m3. Zero exposure was assumed for unsampled periods of 135 minutes and 140 minutes respectively. Condition occurred on or about 04/29/2019
