29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. On or about April 22, 2019 and at times prior thereto, the employer did not have written lockout procedures for the rotating shaft in the vicinity of the filter house. This condition exposed employees to caught in hazards. Planters Cotton Oil Mill, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.147(c)(4)(ii)(B), which was contained in OSHA inspection number 1322522, citation number 1, item number 1 and was affirmed as a final order on October 3, 2018, with respect to a workplace located at 2901 Planters Drive, Pine Bluff, Arkansas.
