29 CFR 1910.29(b)(1): The top edge height of top rails, or equivalent guardrail system members, was not 42 inches, plus or minus 3 inches, above the walking-working surface: A. Environmental Area: On, or about, March 14, 2019, the top rail of the guardrail system provided on the Final Neutralization tank platform was measured to be 36 inches above the work platform. B. Environmental Area, Old Pit: On, or about, March 14, 2019, the top rail of the guardrail system provided on the stairway opening to the lower level was measured to be 37 inches above the floor. C. Environmental Area, New Pit: On, or about, March 14, 2019, the top rail of the guardrail system provided on the stairway opening to the lower level was measured to be 34.5 inches above the floor. D. Environmental Area, Old Pit, Lower Level: On, or about, March 14, 2019, a single railing was provided at the end of the work platform. The railing was 32 inches above the platform and no midrail was provided. E. Environmental Settling Tanks: The guardrails provided for the walkover bridge above the flock and clarifier chambers had a top rail that was 32.5 inches above the platform.
