29 CFR 1910.119(j)(4)(ii): Inspection and testing did not follow recognized and generally accepted good engineering practices (RAGAGEP). On or about January 14, 2019, in the Ammonia Refrigeration Process at Ben E. Keith located in San Antonio, Texas, the employer did not follow its chosen RAGAGEP to ensure the pressure relief valves on Oil Pots (OP1 and OP2) were visually inspected every 6 months and replaced every five years. IIAR Bulletin No. 110 Section 6.6.3 stipulates pressure relief devices shall be visually inspected every six months for corrosion or accumulation of scale and for leaks. At least every five years pressure relief valves shall be removed and replaced with new or with overhauled and recalibrated valves.
