29 CFR 1910.147(f)(1): 29 CFR 1910.147(f)(1): When lockout or tagout devices temporarily were removed from the energy isolating device and the machine or equipment was energized to test or position the machine, equipment or component thereof, the sequence of actions were not followed in accordance with 29 CFR 1910.147(f)(1)(i) through (v): (a) Harley-Davidson Motor Company, Inc., 1425 Eden Road, York, Pennsylvania - The employer did not develop and utilize procedures to safely test or position machines and equipment in conjunction with servicing and maintenance activities, in that the employer did not require employees to reinstall guarding when removing lockout/tagout in order to perform testing or additional troubleshooting, exposing employees to hazards, including, but not limited to, getting caught in and struck by moving machine parts, on or about November 8, 2019. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
