OSHA Act of 1970, Section 5(a)(1) : The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards associated with insufficient training regarding gutter cleaning: a) 315 Bakers Ave, Westfield, NJ - Roof. Employees were exposed to fall hazards associated with residential gutter cleaning. On or about October 8, 2018, an employee engaged in residential gutter cleaning activities worked from a roof of a residential home without fall protection. Among other feasible means, feasible means of abatement include: Upgrade all training processes and materials; Develop a formal job hazard analysis; implement safety and health management systems; Develop competent person training for managers.
