29 CFR 1915.132(a): The frames of portable electric tools and appliances were not grounded through a third wire in the conductors, or through a separate wire which was grounded at the source of the current. (a) Date of Violation: On or about 08-20-2018 and times prior thereto, located at Norfolk Naval Shipyard, Portsmouth, VA 23709, beneath dry-docked submarine USS Wyoming (SSBN 742) at the starboard side TEP tube scaffolding: Employee(s) were exposed to electrical shock from an ungrounded high voltage ventilation blower that was sitting in water on a metal dry-dock deck. Blower was not rated for outdoor use and labeled for interior use only. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employee(s) and their representatives were informed of this abatement.
