Text For Citation: 01 Item/Group: 004A Hazard:
29 CFR 1910.1200(e)(2)(i): At a multi-employer workplace, the employer's hazard communication program as implemented did not include methods the employer used to provide other employers with on-site access to a safety data sheet for each hazardous chemical the other employers' employees may be exposed to while working: (a) DCP Services LLC, at Highway 392 and Weld County Road 71, N 0.9, W 0.2, Briggsdale, CO: On and preceding 11/16/17, the employer's hazard communication program as implemented did not include methods the employer used to provide other employers with on-site access to a safety data sheet for each hazardous chemical the other employers' employees may have been exposed to while working. Employees of DCP Services LLC and Complete Energy Services Inc were involved in the removal of a hydrate blockage within a DCP Services LLC pipeline. The DCP Services LLC pipeline transported natural gas and other products of crude oil and gas extraction. DCP Services LLC developed its own Safety Data Sheets (SDS) for its products, including natural gas, natural gas condensate, natural gas liquids, and produced water. DCP Services LLC also brought to the worksite chemicals, including but not limited to, methanol, CRC Wasp and Hornet Killer, WD-40 Corporation WD-40, Lubriplate 110.105 motor assembly grease, and 10W-30 motor oil. DCP Services LLC did not ensure that its written hazard communication program as implemented included the methods used to provide on-site access to SDS's for each hazardous chemical produced by or brought to the site by DCP Services LLC that other employer's employees may be exposed to while working on DCP Services LLC equipment. This condition exposed employees of Complete Energy Services Inc to a chemical hazard.
