29 CFR 1926.454(c): The employer had reason to believe that an employee lacked the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, and the employer did not retrain such employee so that the requisite proficiency was regained: a) Exterior supported scaffold on the 2nd floor roof courtyard of 156 North 4th Street, Brooklyn, NY: Employees were manually hoisting a gang box from the frames, cross braces, and planks of a 5-tier high supported scaffold, and were exposed to hazards including but not limited to: falling more than 10 feet to lower levels and climbing scaffold frames and cross braces as a means of access. Employees believe that they were working safely and were exposed to acceptable hazards. The employer did not retrain employees on scaffold use so that the requisite proficiency on work safety was regained. On or about 08/24/17.
