29 CFR 1926.651(i)(2): Excavation below the level of the base or footing of any foundation or retaining wall that could be reasonably expected to pose a hazard to the employees was permitted where none of the exceptions in the standard applied: Location: 45 Pleasant St., Woburn, MA. (Woburn Public Library) On or about July 10 and 11, 2017, employees were not protected from the hazards that could be reasonably expected while conducting underpinning operations on a un-mortared stone foundation. No posting, shoring, or support system had been placed or installed to prevent large rocks in the foundation from shifting and falling, which exposed the employees to crushing hazards. No registered professional engineer approved any determination that the excavation work on July 10 and 11, 2017 would not pose a hazard to employees.
