29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section: a. Employees installing framing and sheathing at elevations of six feet or more above the ground are not being protected from fall hazards by a fall protection system: The employer fails to assure effective protection against falls as required by the standard, as demonstrated on April 1, 2016, when employees installing framing and truss bracing in the webbing and on the top chord of 6:12 pitch roof of a house at 3750 Cedar Park in Panama City Florida were exposed to 10 to 22 feet fall hazards above lower levels in that they were not protected by a fall protection system. Panama City Framing, LLC, the Successor of Panama City Framing and Siding, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1065007, Willful citation number 2, item number 1 and was affirmed as a final order on October 8, 2015, with respect to a workplace located at 6101 Edith Stephens Drive, Panama City, Florida. Panama City Framing, LLC, the Successor of Panama City Framing and Siding, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 943691, Serious citation number 1, item number 2 and was affirmed as a final order on February 6, 2014, with respect to a workplace located at 21109 Front Beach Road, Panama City Beach, Florida.
