29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms before being released for use by employees other than erection/dismantling crews: a) Route 40 and Salem Church Road, Bear, DE - The employer does not ensure that supported scaffolds are assembled with adequate guardrails. This continuing violation was most recently observed on November 25, 2015, when employees performing stucco application were working from tubular welded frame scaffolds in excess of ten feet above a lower level, which was missing multiple sets of guardrails. The employer's ongoing obligation is to ensure that all tubular welded frame scaffolding working levels are provided guardrails to prevent employees from falling to a lower level.
