29 CFR 1910.303(g)(1)(ii): The required working space about electric equipment rated 600 volts, nominal, or less to ground, was used for storage: a/ On or about 1/13/2015, ground floor, west building, between Columns M2 and M3, electrical panel boxes servicing lights and doors to the heaters were blocked by utility carts. b/ On or about 1/13/2015, ground floor, west building, north of Colmn K15 and adjacent to Column K16, the path to an electrical panel box and disconnect were blocked by all purpose mail containers (APMC) and orange pallets. c/ On or about 1/13/2015, ground floor, east building, west dock, Column E-8, a transformer and electrical panel box servicing the dock doors were blocked by a trash can and mail tubs. d/ On or about 1/13/2015, ground floor, east building, Column C4, an electrical panel box servicing the biohazard detection system was blocked by 80 lb. hamper(s) with plastic trays and boxes. e/ On or about 1/13/2015, ground floor, east building, southeast corner next to Door #35, a motor control center (277/480V) servicing exhaust fans(EF 53 and 54), transfer fans (TF1 and 2) and control center for air curtain 7 (480V), were blocked by chairs, plastic mail tubs, and a metal desk and chairs. Perpendicular to the motor control center a controller for switches (Category 2 DX-TF123) was also blocked by the same. f/ On or about 1/14/2015, first floor, east building, north side, next to Column E-8, an electrical disconnect for panel MP1-15 and electrical panel box (208Y/120 MP1-5) servicing mail processing equipment and freight transport, were blocked by a vacuum cleaner and chair. g/ On or about 1/14/2015, first floor, west building, transformer J15 servicing panel boxes (1Kx 277/480V and 1K 120/208V) was blocked by carts of mail tubs. h/ On or about 1/14/2015, first floor, west building, Column F12, an electrical panel box (1H 120/208) at the Wheeler Station, servicing receptacles and air handlers 9, 10, and 11, was blocked by mail tubs, trash baskets, and cardboard. The United States Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.303(g)(1)(ii), which was contained in OSHA inspection number 904875, citation number 1, item number 1, and was affirmed as a final order on January 6, 2014, with respect to a workplace located at 1720 Market St., St. Louis, MO 63155.
