29 CFR 1910.119(j)(4)(i): The employer did not perform inspection and tests on process equipment: a) In the propane storage area and heat treat department at 106 Lonczak Drive Chicopee, MA: On or about April 15, 2016, the employer did not perform inspection and tests to maintain the on-going integrity of the polyethylene piping between the propane storage tank and facility exterior. Abatement Note: One feasible means of abatement would be to conduct piping inspections based on, or consistent with, National Board Inspection Code (NBIC), Part 2, Inspection (2013 Edition). b) The metallic piping supplying propane to the heat treat furnaces and the flexible hose in the propane distribution area for the two banks of rotary furnaces. On or about April 15, 2016, the employer did not perform inspection and tests to maintain the on-going integrity metallic piping supplying propane to the various heat treat furnaces or the flexible hose in the propane distribution area for the two banks of rotary furnaces. Abatement Note: One feasible means of abatement would be to conduct piping inspections per the employer's mechanical integrity procedures for piping integrity inspections and testing that are based on, or consistent with, API 570 (2016 - 4th Edition), Piping Inspection Code: In-Service Inspection, Rating, Repair, and Alteration of Piping Systems, and API 574 (2016 - 4th Edition), Inspection Practices for Piping System Components. These mechanical inspection procedures would include, but not be limited to, the maximum inspection intervals of piping systems designated as Class 2 (hydrogen, fuel gas, and natural gas): visual external every five years and thickness measurements every ten years.
