29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, or uprights did not bear on base plates, mud sills or other adequate firm foundation: a) Front of Apartment building: On or about March 4, 2016 and at times prior; the employer allowed his employees to work from a two buck high scaffold that did not have base plates installed exposing the employees to fall hazards from a scaffold collapse.
