29 CFR 1926.503(c)(3): When the employer had reason to believe that any affected employee who has already been trained does not have the understanding and skill required by paragraph (a) of 29 CFR 1926.503, the employer did not retrain each such employee. Circumstances where retraining is required include, but are not limited to, situations where: Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill. a) Jobsite, We Care Children's Center, 1819 Ellsworth Ave, Heidelberg, PA - Employees were exposed to a 13ft fall hazard on a 1-story building from working near the edge of a low-slope roof tossing debris into a dumpster. The employer did not retrain employees where inadequacies in an affected employee's knowledge or use of fall protection systems or equipment such as a lack of a combination of a warning line system and a safety monitor was not provided during the task.
