29 CFR 1926.1053(b)(6): Unsecured ladder was used on surfaces that were not stable and level Employees performing roofing work were exposed to fall hazard of approximately 17.5 feet from eave of the roof to the ground below. Employee was using a portable ladder from the first roof to the second roof level of the house. The ladder was not secure to prevent accidental displacement.
