THREE EMPLOYEES OF A FENCING CONTRACTOR WERE REMOVING AN OLD FENCE SO THAT THEY COULD INSTALL A NEW FENCE AROUND A SUBSTATION AT A STEEL PLANT. ONE OF THE EMPLOYEES CLIMBED TO THE TOP OF A WOODEN LADDER AGAINST THE EXISTING 6-FOOT-HIGH, GROUNDED METAL FENCE. SOME 13.8-KILOVOLT BUSBARS WERE LOCATED WITHIN THE SUBSTATION, 40 INCHES FROM THE FENCE AND 8 FEET, 1 INCH ABOVE THE GROUND. THE EMPLOYEE ON THE LADDER BEGAN USING PLIERS TO REMOVE THE OLD FENCE. A SECOND EMPLOYEE, WHO HAD BEEN HOLDING THE LADDER, TURNED TO WALK TOWARD THE CREW'S TRUCK, WHICH WAS PARKED NEAR THE FENCE. THE THIRD EMPLOYEE WAS STANDING AT THE TRUCK. THE BUS ARCED, AND ALL THREE EMPLOYEES WERE BURNED. THEY HAD BEEN WORKING TOO CLOSE TO THE BUS. THE EMPLOYEES WERE HOSPITALIZED FOR THEIR INJURIES.
