Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not provide employment and a place of employment which were free of recognized hazards in that employees were exposed to potential fall/crush hazards when riding an electric elevator of unknown capacity rating that had not been routinely inspected by a qualified inspector. Elevator Building. Employees used the electric elevator (manlift) to access the basement and headhouse levels of the Elevator Building. a)Periodic inspections of the elevator had not been conducted by a qualified inspector. b)There was no load capacity marked on the elevator. c)The controls located inside the elevator cage and on the wall outside the elevator were not labeled. A feasible means of abatement would be to follow the equipment and inspection requirements (6 month, annual and 5-year inspections) listed in the national consensus standard of the American Society of Mechanical Engineers, ASME A17.1, 1993, Safety Code for Elevators and Escalators, Parts X, XII and XV.
