Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fractures, lacerations, contusions, abrasions, burns and possible death while handling explosive devices (jet-tappers): a) Steel Producing Division 1) Open Hearth Department - Employees are permitted to handle and detonate explosive (jet-tappers) as part of their daily work acitivity in order to tap the furnaces throughout the open hearth department, several times a day. No employees are blaster, licensed by the Commonwealth of Pennsylvania, observed August 23, 1989. Among other methods one feasible and acceptable method to correct this hazard would be to have the employees acquire a blasters license as required under Title 25, Rules and Regulations; Part 1, Department of Environmental Resources; Subpart D, Environmental Health and Safety: Article IV, Occupational Health and Safety, Chapter 210 "Use of Explosives", Subchapter A - Section 210.5(a) and Chapter 11 "Storage, Handling, and Use of Explosives", Section 211.51(3).
