29 CFR 1910.119(f)(1)(i)[B]: The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and did not address normal operations: (a)AMTEC Corporation DBA Tech Ord at 47600 180th Street in Clear Lake, SD 57226: On or about and at times prior to October 10, 2022, the employer did not ensure that the Energetic Material Handling Procedure 700003 Revision Y provided clear instructional steps for safely conducting manual transportation of dry primary explosives. This condition exposed employees to fire and explosion hazards.
