29 CFR 1910.272(g)(3): An observer, equipped to provide assistance, must be stationed outside the bin, silo, or tank being entered by an employee. Communications (visual, voice, or signal line) shall be maintained between the observer and employee entering the bin, silo, or tank: (a) On or about July 3, 2019 and at times prior, where an employee was unclogging sumps inside bin 106 where the attendant left the employee unattended inside to open sump gates at or near 329 Wardwell Street in Arvilla, North Dakota.
