29 CFR 1915.77(c): When employees were working aloft, or elsewhere at elevations more than 5 feet above a solid surface, either scaffolds or a sloping ladder, meeting the requirements of Subpart E- Scaffolds, Ladders, and Other Working Surfaces, were not provided to afford safe footing, or the employees shall be protected by safety belts and lifelines meeting the requirements of 1915.159 and 1915.160. "Sea Goddess", Marine Railway 4, Boat Yard: Employees were in the process of prepping the sides and bottom of the vessel for painting and repairing the propeller while working from inadequately guarded scaffolding. Employees were exposed to fall hazards of 6-9.5 feet to concrete ground or structural steel railway. Safety belts and lifelines were not provided in lieu of railings.
