29 CFR 1926.962(d)(1)(i): Protective grounding equipment was not capable of conducting the maximum fault current that could flow at the point of grounding for the time necessary to clear the fault: a) On or about October 20, 2016, and at times prior, workers were exposed to hazardous electrical energy when three deenergized 320Kv conductors spanning approximately 50 miles from Comanche to Midway substations were grounded only through two #2 AWG copper conductors as the only replacement for substation grounds.
