29 CFR 1910.23(e)(3)(iv): The anchoring of posts and framing of members for railings of all types were not of such construction that the completed structure was not capable of withstanding a load of at least 200 pounds applied in any direction at any point on the top rail: a) Central Transport, LLC - On or about June 11, 2014, the anchoring posts and framing of members for railings were not of such construction that the structure was capable of withstanding a load of at least 200 pounds applied in any direction at any point on the top rail in the following instances: 1) The southeast fire exit stairs - at bay #57, the vertical posts were not anchored to the ground. 2) The northwest fire exit stairs - next to bay #190, the anchoring and framing were as follows; The vertical posts and fastening bolts had visible signs of damage. The west side handrail was bent and not connected at the bottom of the stringer. The top hand rail, at the second vertical post was not anchored to the platform. The left hand descending handrail had a vertical post at the base of the platform that was not connected or anchored the stringer.
