29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access: a) Jobsite: The employer did not have a safe means to access the scaffold for his employees. Employees had to access the scaffold by climbing on the outside cross bracing of the scaffold; thus exposing them to fall hazards. Condition was observed on or about 19 OCT 2017. Hua Da Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1) which was contained in OSHA inspection number 1121458, citation number 1, item number 3 and was affirmed as a final order on 28 MAR 2017, with respect to a workplace located at 934 Arch Street, Philadelphia.
