29 CFR 1910.219(e)(1)(i): Horizontal belts which had both runs seven feet or less from the floor level were not guarded with a guard that extended to at least fifteen inches above the belt. The employer does not provide guarding to protect employees in the machine area from unguarded horizontal belts which had both runs seven feet or less from the floor level. This violation was most recently observed on or about October 18, 2017 at a worksite at 19 Bailey Street, Plains Township, PA when employees worked and were exposed to at least four (4) unguarded horizontal belt runs that ranged between twenty-six (26) inches and forty-two (42) inches above the floor level on the #2 Zerand Printing, Stripping, and Die Cutting machine as well as on one prior occasion, as described below. To abate this violation, the employer must ensure that each horizontal belt run seven feet from the floor is guarded to protect employees working at the #2 Zerand Printing, Stripping, and Die Cutting machine. Midvale Paper Box Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.219(d)(1), which was contained in OSHA inspection number 954509, citation number 1, item number 3b and was affirmed as a final order on February 20, 2014, with respect to a workplace located at 19 Bailey Street, Plains Township, PA.
