Text For Citation: 03 Item/Group: 003 Hazard: LIFTING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer does not furnish employment and a place of employment which is free from recognized hazards that are causing or likely to cause death or serious physical harm to employees, in that employees are exposed to struck-by hazards due to the abrasive wheel lifting jigs the employer uses to lift and place new cutoff wheels onto the Cold Saw #1 and Cold Saw #2, and the eye bolts the employer uses to remove hubs from Cold Saw #1 and Cold Saw #2 are not marked as to their lifting capacity. a.Republic Engineered Products, Inc. located in Lorain, Ohio: The employer fails to ensure that the abrasive wheel lifting jig is marked as to its capacity. This practice exposes workers to crushing and struck-by hazards from falling loads while working adjacent to Cold Saw #1, located in the Conditioning Building. b.Republic Engineered Products, Inc. located in Lorain, Ohio: The employer fails to ensure that the abrasive wheel lifting jig is marked its capacity. This practice exposed workers to crushing and struck-by hazards from falling loads wile working adjacent to Cold Saw #1, located in the Conditioning Building. d.Republic Engineered Products, Inc. located in Lorain, Ohio: The employer fails to ensure that the eyebolt used to lift the hub from the spindle is marked as to its capacity. This practice exposed workers to crushing and struck-by hazards from falling loads wile working adjacent to Cold Saw #2, located in the Conditioning Building. Among other methods, a feasible abatement method to correct this hazard is to comply with the requirements of ASME B30.20-2006 "Below the hook lifting devices", Sections 20-1.2: Marking, Construction and Installation and 20-1.3: Inspection, Testing and Maintenance. Republic Engineered Products Inc. was previously cited for a same or similiar violation of the general duty clause of the Occupational Safety and Health Act, for under the hook lifting devices not being marked as to their capacity, which was contained in OSHA inspection #311492201, Citation #1, Item #1 and was affirmed as a final order on July 19, 2009, with respect to a workplace located at 1807 E. 28th St., Lorain, Ohio. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation ( using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.
