Text For Citation: 03 Item/Group: 003 Hazard:
29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows: a) Jobsite: Employees were working on the top level of a scaffold that was not fully planked: thus exposing the employees to fall hazards of approximately 5 feet and/or 80 feet. Condition was observed on or about 19 OCT 2017. Hua Da Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(b)(1) which was contained in OSHA inspection number 1121458, citation number 1, item number 3 and was affirmed as a final order on 28 MAR 2017, with respect to a workplace located at 934 Arch Street, Philadelphia.
