29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: (a) Southeast side of structure; A Werner MT-22 twenty-two foot aluminum multi-position ladder placed at ground level and used as an extension ladder to access the roof, was not of sufficient height to allow for the side rails to extend at least 3 feet above the landing surface, was not equipped with a grasping device(s), and was not effectively secured to prevent displacement. C & M Properties and Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1592999, citation number 1, item number 5, group letter a, and was affirmed as a final order on July 11, 2022, with respect to a site located at 1919 Whistling Straits Dr, Altoona, WI 54720.
