Text For Citation: 03 Item/Group: 002 Hazard:
29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access: a) Jobsite: The employer did not have a safe means to access the scaffold for his employees. Employees had to access the scaffold by climbing on the outside of the scaffold or by climbing out of the buildings windows; thus exposing them to fall hazards. Condition was noted on or about 12 JUL 2017. Chris Eaton, LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1) which was contained in OSHA inspection number 568839, citation number 1, item number '2-a and was affirmed as a final order on 27 MAR 2013, with respect to a workplace located at 1601 Wharton Street, Philadelphia, PA 19146.
