Text For Citation: 03 Item/Group: 002 Hazard:
29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. Employees are not adequately trained to recognize the hazards of falling and not adequately trained in the procedures to be followed in order to minimize these hazards. On or about November 3, 2016, employees performing framing operations on the second level of a residential property were exposed to a 14.4 foot fall and the employer failed to ensure employees had been adequately trained to recognize and minimize the hazards associated with a fall. The employer was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1067171, citation number 1, item number 6 and was affirmed as a final order on October 29, 2016, with respect to a workplace located at 3704 Heathmoor Drive, Elgin, Illinois. To abate this hazard in the future, the employer must ensure that its employees performing residential construction are adequately trained to recognize the hazards of falling and adequately trained in the procedures to be followed in order to minimize these hazards. Abatement documentation is required of this item in accordance with requirements of 29 CFR 1903.19(d).
