29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: a) 1358 Newport Avenue, Northampton, PA, Worksite - on or about March 26, 2016, employees were performing residential roofing work and accessing the upper landing surface of a small storage structure using an aluminum extension ladder which was not extended at least three feet above the upper landing surface or secured at its top. All Brothers Contracting, LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1065524, citation number 1, item number 4 and was affirmed as a final order on 10/15/2015, with respect to a workplace located at 78 Cheltenham Drive, Reading, PA 19610. All Brothers Contracting, LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1068585, citation number 1, item number 1 and was affirmed as a final order on 09/09/2015, with respect to a workplace located at 1887 Schadt Avenue, Whitehall, PA 18052.
