Text For Citation: 03 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer does not furnish employment and a place of employment which are free from recognized hazards that are likely to cause death or serious physical harm to employees, in that employees are exposed to THE HAZARD OF FALLS. A recent instance of this violation includes: a)Baker Road Drilling Site, on or about 05/12/06: The employer did not ensure that an employee working 55-feet above the drill floor on the derrick board was utilizing fall protection. Among other methods, feasible and acceptable means of abatement would be to: 1). Follow the American Petroleum Institute (API) RP54 titled Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations. Section 5.5.1 states to use a full body harness in accordance with the manufacturers instructions. Additionally, the lanyard shall be adjusted to permit a maximum drop of 5 feet in the case of a fall. This does not preclude the employer from using a positioning device. 2). Follow the companies Accident Prevention Program requirements in paragraph 3.8. Union Drilling Inc. was previously cited for this Occupational Safety and Health Standard or it's equivalent standard, 5(a)(1) General Duty Clause which was contained in OSHA Inspection 307528380, Cit 01, Item 01, issued on 05/04/05 with respect to a workplace located in Rifle Colorado, with a final order date of 05/18/05. Pursuant to 29 CFR 1903.19(d), the employer must provide documentation that this violation has been abated within 10 calendar days of the date it receives the citation.
