29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) 352 Whittier Avenue, Syracuse, NY 13204: On or about April 3, 2023, employees were engaged in residential roofing activities. The employer failed to ensure a portable ladder being used by employees to access the roof of a two-story house had the side rails extended 3 feet beyond the access point. E&C Home Improvement, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1926.1053(b)(1)), which was contained in OSHA inspection number 1546166, citation number 1, item number 2 and was affirmed as a final order on March 2, 2022, with respect to a workplace located at 607 Manlius Street, Fayetteville, NY 13066.
