29 CFR 1926.1053(b)(1): Where portable ladders are used for access to an upper landing surface and the ladder's length allows, the ladder side rails do not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. Employees using ladders to access the roof are not protected from fall hazards by extending the ladder 3 feet above the landing. The employer fails to assure effective protections against falls as required by the standard, as demonstrated on December 9, 2020, when 3 employees using ladders to access a residential roof at Lot 178, Gainesville, Florida, are exposed to fall hazards greater than 6 feet to the lower level in that the ladders do not extend 3 feet above the landing.
