Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to impalement hazards from unguarded studs, threaded rods and angle iron: a)Hull 502, Engineering Log Office - Angle iron and three 2 inch pieces of straight iron were protruding 4 inches and 3 inches. b)Hull 502, Array 4 - Four 1/2 inch studs were protruding 4 inches above the walking surface. c)Assembly Building, 504-214, Lower Floor Level - Horizontal studs were not covered. d)Assembly Building, 504-145 - Vertical and horizontal studs were not covered. e)Pre-Outfit 2 Building, Hull 503, Unit 143, Lower Level, IC Gyro #1 - Two 1/2 inch threaded studs protruding 3 7/8 inches above the walking surface; six 1 1/2 inch angle iron protruding 5 inches above the walking surface and two 2 inch flat angle iron protruding 5 inches above the walking surface. f)Pre-Outfit 2 Building, Hull 503, Unit 145, Main Deck Level, Repair 2 (1-94-1-A) - Two 1/2 inch threaded studs protruding 4 inches above the walking surface. These two studs had rubber covers on them but the studs had worn through the rubber and the studs protruded about 3/4 inch through the caps. g)Pre-Outfit 2 Building, Hull 503, Unit 145, Main Deck Level, Ships Store (1-96-2- Q) - One 1/2 inch threaded stud protruded 4 inches above the walking surface. h)Pre-Outfit 2 Building, Hull 503 (MegaUnit 2), Unit 333, Mid-Level, Store Room (SD #2) - Three 2 inch by 2 inch angle iron protruding 6 1/2 inches above the walking surface and two 2 inch flat iron protruding 4 3/4 inches above the walking surface. i)Pre-Outfit 2 Building, Hull 503 (MegaUnit 2), Unit 333, Top Level, Frame 370, Port side - Two 1/2 inch threaded studs protruding 1/2 inch above the walking surface. Among other methods, one feasible and acceptable method of abatement would be to install styrofoam blocks over the protrusions, which will reduce the likelihood of puncture wounds to the head, body, and limbs. Your company was previously cited for a violation of this Occupational Safety and Health Standard which was contained in OSHA Inspection Number 308179266, Citation Number 1, Item Number 1, issued on 09/21/05.
