29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. a) Jobsite - The employer does not ensure that each employee working on a tubular welded scaffold is trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffolding used. This violation was most recently noted at the property 827 North 26th Street, Philadelphia, Pennsylvania 19130 on or about 20 MARCH 2017 where employees were performing bricklaying operations up to eighteen (18) feet above the ground from a fabricated frame scaffold that was not fully planked or decked, near electrical lines, and other scaffold associated hazards. To abate this ongoing violation, the employer must thoroughly train employees by a person qualified in scaffold erection.
