29 CFR 1910.333(c)(2): The employer did not ensure that only qualified persons were working on energized circuits and that qualified persons were familiar with the proper use of special precautionary techniques, personal protective equipment, insulating and shielding materials, and insulated tools: On or about May 20, 2015, employees were exposed to electrical hazards when no personal protective equipment was used when testing a circuit to verify that it was no longer energized as part of the lockout/tagout procedures. The procedure for equipment such as, but not limited to, the tunnel freezer in the IQF2 room specified that a meter be used to verify that the electrical power had been de-energized. Until the circuit is verified as de-energized, it is to be assumed to be energized and would require appropriate precautionary techniques such as, but not limited to, the protections prescribed in this standard. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
