29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures do not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. A recent example of the employer's violative conduct occurred on this occasion: a) 9000 River Rd, Delair, NJ, 08110- Foundry: Energy control procedures for the furnace did not include procedures on the placement of blocking devices to prevent the furnace from drifting down while employees entered the pit to clean, observed on or about 1/24/2017. To abate this violation, the employer must establish a written procedure that includes the use of a blocking device to prevent downward drift of the furnace. The procedure must state when the blocking device is required and where to place the device. NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, AND PURSUANT TO 29 CFR 1903.19, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM, INCLUDING A COPY OF THE PROCEDURE WHICH SHOWS THE STEPS THAT WERE ADDED FOR THE USE, PLACEMENT AND REMOVAL OF THE DEVICE. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
