29 CFR 1926.451(h)(2)(i): The area below the scaffold was not barricaded, and employees were not prohibited from entering the hazard area. On or about May 31, 2023, the area where materials from the tubular scaffold could fall (struck-by hazard zone) was not barricaded to prevent employees or individuals from walk under the struck-by hazard zone. This condition exposed employees to struck-by hazards. Victor Olvera was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(c)(2), which was contained in OSHA inspection number 1634256, citation number 2 item number 4 and was affirmed as a final order on February 10, 2023, with respect to a workplace located at 10632 Hidden Chapel El Paso, TX 79924.
