29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step: The employer does not protect each employee from hazards of falling and allows them to stand on the top step of a stepladder in order to access and egress from the attic level. a) This most recently occurred on November 8, 2021, at 920 N. Western Ave., Park Ridge, Illinois 60068. An employee is standing on the top step of a stepladder in order to access and egress from the attic level. Emerald Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(13), which was contained in OSHA inspection number 1525494, citation number 3, item number 5 and was affirmed as a final order on November 4, 2021, with respect to a workplace located at 751 Meacham Rd. Elk Grove Village, IL 60007. Emerald Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(13), which was contained in OSHA inspection number 1476144, citation number 1, item number 2 c and was affirmed as a final order on January 15, 2021, with respect to a workplace located at 751 Meacham Rd. Elk Grove Village, IL 60007. To abate this hazard in the future, the employer must ensure that its employees are not standing on the top step of a stepladder in order to access and egress from the attic level. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including an explanation of how these steps protect its employees from fall hazards.
