29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (Construction Reference: 1926.59) a) Simon Silk Mills, Easton, PA, Buildings B and C: Employees were manually scraping lead paint from the ceilings and beams and using Sherwin Williams paints and Fiberlock Lead Shield. The employer did not not provide employees with training on the hazard communication program, hazards of chemicals used, and the information on the safety data sheets, on or about February 5, 2019. SCOT CHRISTOPHER RULE, LLC, WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD (29 CFR 1910.1200(h)(1)) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 12797307, CITATION NUMBER 1, ITEM NUMBER 4e, AND WAS AFFIRMED AS A FINAL ORDER ON MAY 9, 2018, WITH RESPECT TO A WORKPLACE LOCATED AT BUILDING L, 1247 SIMON BLVD, EASTON, PA. ABATEMENT NOTE: Employees shall be informed of the following: 1. The requirements of this section; 2. Any operations where hazardous chemicals are present; 3. The location and availability of the written Hazard Communication Program, list(s) of hazardous chemicals and Safety Data Sheets. Employee training shall include at least: 1. Methods and observations that may be used to detect the presence or release of hazardous chemical in the work area. 2. The physical, health, simple asphyxiation, combustible dust, and pyrophoric gas hazards, as well as hazards not otherwise classified, of the chemicals in the work area. 3. The measures employees can take to protect themselves such as specific procedures and personal, protective equipment to be used. 4. The details of the employer's Hazard Communication Program including an explanation of the labels received on shipped containers and the workplace labeling system used by the employer; Safety Data Sheets, including the order of information and how employees can obtain and use the appropriate hazard information.
